Camp Hoffman, aka Point Lookout Prisoner of War Camp.
http://www.plpow.com/PrisonHistory.htm
Point Lookout POW Camp (Camp Hoffman) was established after the Battle of Gettysburg to incarcerate Confederate prisoners. It was in operation from August 1863 through June 1865. Being only 5' above sea level, it was located on approx. 30 acres of leveled land. It was the largest Union prison camp for Confederates. Point Lookout was one of the most secure POW camps, being surrounded on three sides by water from the Chesapeake Bay and the Potomac River, with Union cannons pointed toward the prisoners from Ft. Lincoln and guns of Union ships anchored in nearby waters. Only an estimated 50 escapes were successful.
Before the war, Point Lookout was a fashionable resort hotel and a summer bathing place with over a hundred cottages where the elite spent their leisure time.

UPDATE!
Elmira Prison, Prisoner of War Camp
https://en.wikipedia.org/wiki/Elmira_Prison
Elmira Prison was a prisoner-of-war camp constructed by the Union Army in Elmira, New York, during the American Civil War to house captive Confederate soldiers.
The site was selected partially due to its proximity to the Erie Railway and the Northern Central Railway, which criss-crossed in the midst of the city, making it a prime location for a Union Army training and muster point early in the Civil War. Most of the 30-acre (120,000 m2) Union installation, known as Camp Rathbun, fell into disuse as the war progressed, but the camp's "Barracks #3" were converted into a military prison in the summer of 1864. The prison camp, in use from July 6, 1864, until the autumn of 1865, was dubbed "Hellmira" by its inmates. Towner's history of 1892 and maps from the period indicate the camp occupied an area running about 1,000 feet (300 m) west and approximately the same distance south of a location a couple of hundred feet west of Hoffman Street and about 35 feet south of Water Street, bordered on the south by Foster's Pond, on the north bank of the Chemung River.[1][2]:265
During the 15 months the site was used as a prisoner of war camp more than 12,100 Confederate soldiers were incarcerated there; of these, nearly 25% (2,963) died from a combination of malnutrition, continued exposure to harsh winter weather, and disease from the poor sanitary conditions on Foster's Pond combined with a lack of medical care. The camp's dead were prepared for burial and laid to rest by the sexton, an ex-slave named John W. Jones, at what is now Woodlawn National Cemetery.

Sarah Sophronia Carpenter Simpson
Birth: Dec. 16, 1856
Murray County
Georgia, USA
Death: Nov. 21, 1938
Wellington
Collingsworth County
Texas, USA
Sarah Sophronia, known to us as Aunt Fron, was the daughter of Lawson Carpenter and Sarah Costner. Fron was the ninth of fifteen children born to the couple. She had five brothers, three name unknown infants, Thomas Jackson, Samuel Houston and John Lee, my ggrandfather, and eight sisters, Margaret Malinda, Mary Ann, Rachel Caroline, Martha Jane, Rosa Frances, Hulda Fidelia, Caldonia Ali and Flora Elizabeth.
Fron married Jessie S Simpson in Izard County, Arkansas about 1874. She was the mother of ten children, Flora Cornelia, an infant that didn't survive, Henry Eli, William Jackson, John Houston, Rosa E, Joseph Sire, Sarah A, Thomas A, and Dora Alice. The children were all born in Arkansas, however by the early 1900s, the family is found living in Clayton, Fisher County, Texas. Soon after the 1900 census, they moved to Wellington in Collinsworth County. Fron remained there for about 28 years, until the time of her death.
During the years that she had lived here, Aunt Fron had gained the love and respect of all who knew her. Not only was she noted for her kindness to her own family, but the kindness which she had done for others had gained for her a reputation which had spread through the county. When her youngest daughter succumbed to Typhoid Fever soon after delivering a premature infant that also perished, Fron took the two surviving daughters and raised them, their father having also died at that time. She had a large generous heart.
The following is what appeared in the Wellington Leader:
The Wellington Leader November 24, 1938
Mrs. Sarah Safronia Simpson, beloved resident of this county, died at her home here Monday, November 21. He she lived but twenty-five days, she would have celebrated her eighty-second birthday. The last twenty-eight years of her life had been spent in this county.
Funeral services were conducted Wednesday morning, November 23 at 11 o'clock, from the First Baptist Church in Wellington.
During the years that she had lived here, Mrs. Simpson had gained the love and respect of all who knew her. Not only was she noted for her kindness to her own family, but the kindness which she had done for others had gained for her a reputation which had spread through the county.
Born in Georgia on December 16, 1856, she was eight-one years, eleven months and five days of age at the time of her death.
Surviving are these children: Mrs. J. P James of Vinson, Oklahoma; Rev. H. E. Simpson of Keota, Oklahoma; J. H. Simpson and Joe Simpson of Wellington. Twenty-five grandchildren, twenty-three great-grandchildren, and one great-great-grandchild.
Also surviving are these brothers and sisters: Mrs. J. S. McClain of Hammon, Oklahoma, Mrs. T. J. Finley of Oregon, and J. L. Carpenter of Graham.

Charles "Frank" Dodd was born in December, 1866 in Georgia to William Dodd and Amanda Adaline Dover. Frank is found on the 1870 census in Polk County, Tennessee, living with his grandparents, Samuel G and Susan F Campbell Dover, and on the 1880 census in Izard County, Arkansas with his grandmother Susan Campbell Dover, next door to his uncle Samuel Zachariah Dover and wife Mary Ann Carpenter. It would appear that he lost his parents soon after his birth and was raised by his grandparents.
Frank married Caldonia Ali Carpenter, younger sister of Mary Ann Carpenter Dover, wife of his Uncle Zach, in 1886 in Arkansas. He was the father of four children, sons E W, William L, Samuel Levi and daughter Sarah L.
Frank and Caldonia had moved to Indian Territory, later Oklahoma, by 1900, and are later found living in Torrance County, New Mexico, in 1910. They came back to Oklahoma and were living in Leflore County at the time of his death in 1919.
